According to Vietnamese law, the following 5 circumstances are exempt from paying the Vietnam visa fee:

- • Humanitarian and relief efforts: Foreigners entering Vietnam to carry out relief operations or provide humanitarian aid.
- • Legal and financial hardship: Foreigners who have violated Vietnamese law but lack financial capability. Their foreign representative offices do not take financial responsibility or do not exist in Vietnam.
